Bylaws

General Conditions

§ 1

  1. The Zdzisław Szymański Prize, henceforth referred to as “the Prize”, established by the Council of the Warsaw University Faculty of Physics, henceforth referred to as “the Council”, under its resolution of April 29, 2002, is awarded in accordance with the following regulations.
  2. Under the resolution of December 14, 2009, the Council of the Warsaw University Faculty of Physics changed the rules of the award and accepted the following bylaws.
  3. The Prize is intended to support and promote the development of scientific research of properties of nuclei in Poland.
  4. Recipient of the award presents the lecture under the Polish copyright law.
  5. The Prize consists of a certificate citing the contributions made by the recipient and the honorarium for the lecture referred to in item 4.

§ 2

  1. The honorarium, referred to in § 1 item 5, is financed by the “PRO PHYSICA” Foundation, henceforth referred to as “the Foundation”, from the funds collected on the Foundation’s sub-account, opened for this purpose by the Foundation’s Board of Directors.
  2. The Board of the Foundation created the Board of the Zdzisław Szymański Prize, henceforth referred to as “the Board”. Board’s duty, among others, is to collect funds for the Prize (attachment 3 to the bylaws).

Awarding of the Prize

§ 3

  1. The Prize is awarded by the Dean of the Warsaw University Faculty of Physics, henceforth referred to as “the Dean”, on a motion of the Committee, referred to in the chapter III of this bylaws.
  2. The Dean’s decision may not be appealed.
  3. The Prize is awarded to an individual no older then 41 years in the year of the awarded Prize, for outstanding scientific achievements in theoretical or experimental study of properties of the atomic nuclei, which influenced the development of this field in Poland.
  4. The Prize is to be awarded no more often than once per two years.
  5. The Committee may decide not to ask the Dean to award the Prize in a given year. In that case the Prize may be granted next year.
  6. Deadline for presenting the nominations is announced by the Committee.
  7. The amount of the honorarium is defined by the Board prior to each deadline for presenting the nominations.
  8. The Prize can be awarded in two editions: national and international. All rules of the national edition apply to the international edition. Time schedule for the international edition is defined by the Board.
  9. Candidates for the Prize may be nominated by:
    • Experts in the field of nuclear physics with the scientific title or scientific degree of D.Sc. (in the meaning of the Act 65/386 of September 12, 1990 On Scientific Titles and Degrees).
    • Directors, Deans, Scientific Councils and Faculty Councils of Polish scientific institutions involved in the nuclear physics research.
    • Current and previous members of the Committee.
  10. The nominations should be presented to the Chairman of the Committee.
  11. The Prize can only be awarded to persons who have accepted their candidacy for the Prize.

The Committee

§ 4

  1. The winner of the Prize is presented by the Prize Selection Committee, henceforth referred to as “the Committee“.
  2. The Committee consists of:
    1. The Dean or his plenipotentiary.
    2. Board’s representative
    3. Two elected members of distinguished personalities working actively in the field of nuclear physics.
  3. The term of elected members in the Committee, as referred to in  §4 item. 2 sub-item. 3, lasts four years. The term of one member is shifted by two years with the respect to the other member’s term.
  4. The elected member of the Committee may be elected for no more that two terms.
  5. After serving for two terms the elected Committee member can be reelected no earlier then four years after the end of his/her last term.
  6. Every two years the Committee elects a new member, who substitutes the member whose term ends that year.
  7. In case of inability of the Committee to elect a new member, the Dean designates one.
  8. Every two years the new Chairman of the Committee is elected from two elected members.
  9. Term of the chairmen last two years.
  10. In case of the cease of the member or the Chairman of the Committee, the rules of the term end apply.
  11. Members of the Committee perform their duties voluntarily.

§ 5

  1. Meetings of the Committee are called by the Chairman at least once a year.
  2. Meetings of the Committee may be held using electronic communications equipment.
  3. The Committee may appoint a Secretary of the Committee, whose work consists of registering the candidates for the Prize on behalf of the Chairman and of organizing the work of the Committee.

§ 6

The Committee is entitled to:

  1. Nominating candidates for the Prize.
  2. Establishing the procedure of awarding the Prize, including decisions about criteria for the international edition of the Prize (see § 3 item 7).
  3. Appointing referees, if needed.
  4. Bring forward motions to the Dean to award the Prize together with the justification or informing the Dean of the reasons for not doing so.
  5. Electing new members of the Committee.

§ 7

After accepting this bylaws:

  1. The Council revokes the current members of the Committee.
  2. The Dean, if desires, nominates his plenipotentiary.
  3. The Board nominates his representative to the Committee.
  4. The Dean appoints the two elected members of the Committee, one for the two years term and one for the four years term.
  5. The Dean or his plenipotentiary assemblies the first meeting of the Committee.

§ 8

The attachments to these regulations are:

  1. Resolution of the Foundation’s Board of Directors number 2/2002 of April 12, 2002, concerning the creation of the subaccount mentioned in § 2.
  2. Resolution of the Foundation’s Board of Directors number 5/2002 of April 12, 2002, concerning the Foundation’s obligation to provide funding for the Council’s decisions.
  3. Act of creation of the Board of the Prize by the Board of the Foundation.
